Sitowise's tasks in the Ebba offshore wind power project will include the environmental impact assessment (EIA) procedure, the preparation of master plans for the areas of the municipality of Pyhäjoki and the city of Raahe, and the coordination of field work related to planning, environmental impact assessment and impact assessment in the sea area in 2024 and 2025. The EIA and master plans are estimated to be completed during 2026 and 2027.

The project area, which is administratively part of the municipalities of Pyhäjoki and Raahe, is owned by the state. An area of approximately 160 square kilometres has been reserved for wind power production in the maritime spatial plan and the draft regional plan for the energy and climate phase of North Ostrobothnia.

The capacity of the planned offshore wind power project is estimated at 1400 MW. The project is expected to be completed in the mid-2030s.

The project, named Ebba, is part of Metsähallitus' extensive offshore wind power development programme, which will increase Finland's wind power production by approximately 6,000 MW over the next decade.
